KLINBEFORSK will contribute to more patients being offered the opportunity to participate in clinical trials and will strengthen the basis for the development of effective and safe high-quality healthcare services. Studies funded through the program will meet needs identified by patients, the service, decision-makers and the researcher themselves.
NB! The announcement of research funding from KLINBEFORSK this year is carried out in a two-stage process.
The regional health authorities are announcing up to NOK 180 million for national clinical treatment studies. All applications require participation from clinical research communities in all health regions, facilitation of equal access for patients nationally, and user participation.
The call is open to all fields of study , and in addition, the call includes a prioritization of areas where a specific research need has been identified. Prioritization of support for these areas assumes that the applications are otherwise considered worthy of support within the framework of the call after academic assessment as for ordinary applications.

This year's call is being conducted as a two-stage process. This means that applicants for research funding from KLINBEFORSK in the first stage must submit an outline application. Based on this outline, selected applicants will be invited to submit a full application in the second stage of the call.
What can be applied for?
KLINBEFORSK supports projects with research funds over a period of up to five years .
The application limit per project is set at NOK 7 - 25 million for the project period.
The project budget must contain detailed information about the cost elements to be justified. The budget must be realistic for the implementation of the project.
All additional costs for the implementation of the research project can be applied for to be covered from the program. However, it is not possible to cover ordinary treatment costs through the project funds. These are assumed to be covered by the hospitals/institutions themselves. Contributions to patient recruitment in studies with international partners are limited to the inclusion of Norwegian patients.
Costs related to the establishment of national research networks may be included as part of the project.
Overview of budget elements
A complete application to KLINBEFORSK must contain a clear and detailed application budget that will be used as a basis for assessing implementation options.
The budget must include an overview of the project's costs with a financing plan that shows the various sources of financing the project has.
In CLINICAL RESEARCH, the following cost elements can be included in the application:
Indirect costs related to the institutions' fixed expenses (e.g. rent, electricity, cleaning and administrative support functions, etc.) are not covered by KLINBEFORSK.
KLINBEFORSK does not award funds for postdoctoral positions.
Application requirements
In addition to general application requirements, specific requirements may also be set for applications in the call for applications and in the associated application form for the call for applications in question. Applicants are asked to familiarize themselves with these. Applications that do not meet the formal requirements will be rejected.
Applicants must be employed by a health authority or a private, non-profit hospital with access to the regional health authorities' research funds (see list of applicant institutions ). Employees at other private institutions with access to regional research funds cannot apply themselves, but can be participants in the projects. Applications must be anchored in the applicant institution's research management.
The project manager and key partners (at least one per region) must be employed in at least a 20% position at an eligible institution at the time of application and during the entire project period.
A project manager can only submit one application , but can be a collaborative partner in multiple projects.
Project managers who turn 70 at the start of the project are not eligible to apply. If the project manager turns 70 during the project period, the applicant institution must attach a written explanation of the transfer of project management responsibility and how this will be handled.
