DUO-CIMEA/Italy Fellowship Programme is established in 2025 with the aim of promoting exchange of professors, researchers and PhD students between Italian institutions and entities affiliated to CIMEA and 20 Asian countries* on a balanced and permanent basis.
The primary focus of the exchange is related to research and development in the field of higher education law and governance. Other complementary disciplines related to higher education in a holistic way can be considered by the Selection Committee.
*20 Asian countries: Australia, Bangladesh, Brunei Darussalam, Cambodia, China, India, Indonesia, Japan, Kazakhstan, South Korea, Laos, Malaysia, Mongolia, New Zealand, Pakistan, the Philippines, Singapore, Taiwan, Thailand and Vietnam
Duration and FellowshipDUO-CIMEA/Italy 2025/26 is for exchange of professors, researchers or PhD students which will start from March 2025 and end before December 2026.
The duration and the amount of the fellowships are standardized as follows:
The duration of exchange should be at least 10 working days up to 30 days. The fellowship is based on at least 10 working days. If an exchange period is longer or less than this time, the fellowship will be adjusted on a pro-rata basis according to the effective period of staying.
The final amount depends on the position level (i.e. professors, researchers, PhD students) and on the country of destination. Minimum amount on monthly basis is 1.500 € and maximum is 5.000 €, excluding travel expenses
(minimum 1.000 € and maximum 3.500 €).
For travel costs related to Australia, New Zealand, Japan and South Korea there is a possibility to receive 50% more of the amount for travel costs, based on a request of the applicant and the decision made by CIMEA.
2. Application and Selection Procedure
2.1. Application PeriodApplications will be accepted from March 2025 to October 2026. Applications submitted after October 31st, 2026, will not be accepted.
2.2. Who Applies?The Home (Italian) Institution and/or entity affiliated to CIMEA applies on behalf of both institution and people who are to participate in the exchange.
The Host (Asian) institution in partnership with Home Institution shall cooperates fully with Home Institution in supplying precise information of Asian applicants.
Individuals wishing to take part in exchanges are advised to contact the relevant offices, most probably international relations offices of the institution to file an application for this program.
2.3. Documents to enclose1) The 2025/26 application form duly completed by both applicants. The form must be typewritten and in PDF format. Authenticated electronic signatures of PDF documents are allowed.
2) A copy of the academic cooperation agreement (Memorandum of Understanding) between CIMEA or CIMEA Italian affiliated institution/entity and Asian institution or, in the absence of an MoU, a declaration of intent, i.e. a letter co-signed (or two separate letters signed) by the authorities of two institutions.
3) A copy of Passport of applicants.
4) A copy of CV of applicants (no more than 5 pages for each applicant).
2.4. Submitting the applicationThe application must be submitted as one single document in PDF format to CIMEA, at the following e-mail address: direttore@cimea.it
2.5. Selection MethodA CIMEA Selection Committee will make the selection after the application deadline. The decision will be announced within 30 days of the application submission.
The notification of the decision will be notified in writing by CIMEA directly to the applicant. The Letter of Acceptance will be forwarded to both institutions/entities participating in the mobility.
2.6. Selection Criteria1) Appropriateness of proposal

3) Contribution to the promotion of exchange
4) Coherence with CIMEA mandate and goals
2.7. Fellowship AmountThere are no restrictions in using the fellowship. However, if you stay in exchange country less than 10 working days or traveled without informing CIMEA in advance, the fellowship will be adjusted on a pro-rata basis.

Due to the unique nature of this programme, in order to be eligible, the following are required:
The exchange fulfills all the two requirements below:
1. CIMEA will select national professors, researchers or PhD students of an Italian institutions and entities affiliated to CIMEA to send to the Asian institutions, and such selection has been accepted by the Asian institutions
2. The same Asian institution will select Asian professors, researchers or PhD students of an Asian institution to be sent to CIMEA and/or to the related affiliated institution/entity, and such selection has been accepted by CIMEA and the related affiliated institution/entity.
N.B.: All applicants shall maintain their position at the time of application until the time they are engaged in exchanges.
The exchange is done by pairs - same numbers of professors, researchers or PhD students (minimum one) from CIMEA and/or to the related affiliated institution/entity is/are hosted by an Asian institution and vice versa.
The exchange must necessarily take place between the two same institutions but does not need to take place in the same time span, nor between two identical departments/units.
In order to be selected, it is necessary to prove a good level of spoken and written English. Knowledge of the Italian language is an added value for the selection.
