Unconventional information processing technologies: Cooperation Japan – The Netherlands

Purpose

The programme aims to advance the frontiers of computational science by exploring unconventional approaches to information processing. The programme seeks to:

  • Foster innovation in computational technologies that address complex global challenges,
  • Strengthen research networks between the Netherlands and Japan, promote international talent mobility, and train early-career researchers who may become future leaders by connecting top researchers,
  • Deliver societal and scientific impact by translating unconventional methods into practical solutions.

Example of scientific research directions are:

  • Quantum information processing: Investigating new methods and applications for quantum algorithms and systems,
  • Neuromorphic computing: Developing systems that emulate neural architectures for energy-efficient and scalable computation,
  • Bio-inspired algorithms: Drawing inspiration from biological processes to design novel computational paradigms,
  • Integrated approaches: Combining interdisciplinary insights to tackle challenges in data processing, communication, and machine intelligence.

Per project, the Netherlands-based applicant can apply for a grant amount of at least €800,000 and at most €1,150,000 from NWO. The Japan-based applicant can apply for a grant amount of at most 250,000,000 YP from JST. The main applicant and co-applicant(s) may apply for budget for personnel, material, knowledge utilization, and project management.

To strengthen the transnational networks between the Netherlands and Japan, all early-career researchers working on the project (PhDs and postdocs) are required to spend at least 20% of their total employment time on the project in Japan for an extended research stay. Appropriate budget needs to be reserved to fund these extended research stays.

The minimum duration of the proposed project is 48 months/ 4 years. The maximum duration of the project is 60 months/5 years.

But 60% of evaluation also rests on the proposal itself—methods, feasibility, impact strategy, and data use .

4. 🎯 Focused & Career-Appropriate Scheme Choice

Each Talent grant has strict eligibility criteria—extensions are allowed for leaves (e.g., parental, clinical) .

Don't apply for Vici if you're still under 15 years post-PhD, etc. Align your stage precisely.

5. 🤝 International & Institutional Strength

NWO encourages international collaborations; committees often include foreign experts .

Larger consortium and infrastructure programs (e.g. Zwaartekracht, ORC/Perspectief) must include universities, industry, and societal partners .

6. ⏳ High Competition & Persistence

Overall success rates remain modest—~25–30% across all NWO schemes .

Talent grants (Veni/Vidi/Vici) hover around 14–20%, with hundreds of applicants for each cycle .

🧭 Tips for Applicants

Choose the right Talent scheme based on post-PhD years and career stage.

Benchmark yourself: Are you in the top 10–20% internationally?

Invest in proposal quality—allocate ~40% for project design, and 60% for your track record.

Seek institutional backing—only compete if your university pre-supported your bid.

Form international collaborations to reinforce excellence and global reach.

Be prepared to persevere—many successful grants come after revision or second/third attempts.

Explore larger consortia like Zwaartekracht or ORC if you're aiming for broader impact.

Proposals are prepared by a consortium consisting of at least one Japan-based applicant and one Netherlands-based applicant. The consortium works on one joint proposal, which the Netherlands-based applicant submits to the NWO web application ISAAC and the Japan-based main applicant submits to JST via e-Rad.

Five categories of consortium participants are distinguished:

  1. Main applicant,
  2. Co-applicants,
  3. Research participants (Japan side only),
  4. Cooperation partners,
  5. Co-funders.
