Ensuring human rights and leaving no one behind are among PEPFAR’s key priorities. In Uganda, key populations including female sex workers, men who have sex with men, people who inject drugs, transgender, and people in prisons and other closed settings collectively contribute to over 7% of all new HIV infections. In addition, priority populations such as fisher folk and truckers face elevated HIV exposure and acquisition risk due to high mobility. Reaching key and priority populations enhances efforts for finding men, youth, and young girls and women at highest risk of HIV. Epidemic control is only possible when all sub-populations attain the 95-95-95 targets, yet key and priority population interventions and programs remain suboptimal. WHO defines community empowerment as a collective process that enables key populations to address the structural constraints to health, human rights and well-being and improve access to health services. Supporting civil society organizations (CSOs) to provide services can accelerate HIV prevention, care, and treatment services among these sub-populations.
