The competition is looking for EU Space-based solutions in satellite navigation, Earth observation, satellite communication or space surveillance and tracking.

Subject to the Exclusion Criteria set under paragraph 2.5. below, participation in the contest is open on equal terms to economic operators (individuals or teams composed by legal entities and/or natural persons) established in the territory of the Member States of the European Union. Participation is further open to:
economic operators (natural and legal persons) established in Norway and Switzerland only for what concerns solutions with prevalence of the Galileo component or satellite navigation, positioning and timing; and to
economic operators (natural and legal persons) established in Iceland, Norway and UK only for what concerns solutions with prevalence of the Copernicus component or Earth observation.
For solutions that contribute to the competitiveness of the European Space Industry in the field of satellite navigation, Earth observation, satellite communication or space surveillance and tracking with no prevalence of Galileo component/satellite navigation or Copernicus component/earth observation, participation is further open to economic operators (natural and legal persons) established in:
- non-EU countries associated to the Horizon Europe (list of associated countries can be found here: list-3rd-country-participation_horizon-euratom_en.pdf (europa.eu) ;or
- countries which are in ongoing negotiations for an association agreement provided that the agreement applies before the award.
Economic operators referred to above are considered established in the EU / Switzerland / Norway / Iceland/ UK/Associated Countries when they are formed in accordance with the law of an EU Member State / Switzerland / Norway / Iceland/ UK/Associated Country, and have their central administration
/ registered office / principal place of business in an EU Member State / Switzerland / Norway / Iceland/ UK/ Associated Country (if legal persons) or they are nationals of one of the EU Member States / Switzerland /Norway / Iceland/ UK/ Associated Country (if natural persons).
Natural person applying for the contest must be at least of 18 years of age by the date of submission of the application.
Each team must appoint a team coordinator to serve as the central contact point and represent the team towards EUSPA.
Exclusion criteria
The contest is not open to:
a) applicants being, at the moment of submission of their application and during the entire period of the prize contest including the prize award, in a situation of exclusion under article 136 of the Financial Regulation4 (as per the Declaration of Honour);
b) applicants being, at the moment of submission of their application and during the entire period of the prize contest including the prize award, in one of the grounds for rejection under article 141 of the Financial Regulation (as per the Declaration of Honour);
c) employees of EUSPA, EUSPA contractors and their employees providing services to the EUSPA, employees of European Commission (‘’EC’’) and European Space Agency (‘’ESA’’), EC and ESA contractors and their employees working in the context of the European space programs and/or immediate family members (spouses, domestic partners, parents, grandparents, siblings, children and grandchildren) of the EUSPA, EC and ESA;
d) beneficiaries of other European Union funding for the same action;
e) restricted persons5 falling under the scope of or subject to EU Restrictive Measures. Applicants shall fill in the dedicated section of the Declaration of Honour (Section 11 of the Declaration of Honour) and declare whether the applicant and respective relevant persons6 are not being a Restricted Person and do not fall under the scope of subject to EU Restrictive Measures.
